When rules create society: Study of the administrative regulation of Law 1696 of 2013 in the city of Ibagué

Abstract

Law acquires an important role in the development of people’s life in society, to the point that seeks to determine what behavior and how we should act in the personal and social.


This is a socio-legal article that studies the effectiveness of standards; especially a prohibitive, whose behavior is to drive under the influence of alcohol in the municipality of Ibagué between 2012 and 2014. The text presents an empirical information that was collected through surveys and semi-structured interviews, analyzed from some socio-legal theories of Law , which allows us to get closer to the understanding of social dynamics among the applicants and recipients of the rule that have failed, especially in a society like ours, in which the standards of noncompliance are significantly high and we present difficulties to internalize the purposes of these rules.
