Focus and Scope

Dos mil tres mil is an open-access, peer-reviewed journal that has been published continuously since 2025, specializing in the diffusion of texts related to economic law and other associated areas. The journal contains sections dedicated to the publication of specialized articles, reviews, reports on academic events, and analyses of case law. Articles submitted to the Research section are peer-reviewed through a double-blind process, while the other sections are evaluated by a reading committee. The publication is governed by cope’s Principles of Transparency and Good Practice in Academic Publishing and is funded by the University of Ibagué.

 

Publication Frequency

Starting in 2020, Dos mil tres mil journal adopts a continuous publication system, a form of publication based on the need to accelerate the time between acceptance and publication of the manuscript. Articles will be published as the editorial production process concludes.

 

Editorial Policy

Dos mil tres mil is a window for the dissemination of legal, political, and other related areas of knowledge. Its contribution to the academic world is due to the study, analysis, and research of the aforementioned areas of knowledge and, of course, to the promotion of dialogue within the scientific community. Being an open access journal and funded by the University of Ibagué, the journal does not charge any fee to authors for submitting their articles or for publishing them. Considering that it is a refereed journal, Dos mil tres mil has spaces for the publication of specialized articles, since the manuscripts submitted for the Research section, after being accepted by the Editorial Team, will be submitted to the evaluation of academic peers under the double-blind system. For the other sections, Dos mil tres mil journal will submit the articles to the evaluation of a reading committee. The selection of manuscripts will be made considering the policies of each section.

Types of articles published in the Journal:

  • Research: includes all research, reflection, or review articles that meet the parameters of the Colombian Science, Technology, and Innovation Journal Indexing Service guidelines. These articles typically have four sections: introduction, methodology, results, and conclusions (https://minciencias.gov.co/).
  • Studies: this section publishes papers and other academic contributions by professionals in the fields of law, politics, and social sciences in Colombia.
  • Academic events: this section includes reports on the activities held by the Faculty of Law and Political Science at the University of Ibagué.
  • Case law: presents analyses of relevant judicial decisions in the national and international level.
  • Reviews: Reviews of literary or scientific works that present and analyze topics of law, political science, and related subjects.

The journal Dos mil tres mil has a policy of accepting manuscripts on a rolling basis and recommends the use of the orcid persistent digital identifier as a system for standardizing authorship.

Manuscripts submitted to any section of the journal must be original and unpublished; simultaneous or prior submission to other journals is not admissible, except in cases where they were published in another language. In such cases, the original publication must be cited. To submit articles, authors must register on the journal's platform, as the entire editorial process (submission, review, and publication) is performed through the Open Journal Systems (ojs) platform. Authors are required to indicate the language of the text and the section of interest, and to verify the submission checklist established by the journal.

It is worth noting that the articles in our editions represent the scientific position of the authors based on their research, training, and experience, and therefore do not compromise the editorial committee or the editor.

Rejection Policy

In addition, manuscripts will be rejected under the following circumstances:

  • They do not align to the current thematic focus of the journal.
  • Plagiarism has been identified.
  • It contains material or data that has not been authorized for use.
  • Copyright is infringed or there is another serious legal issue (e.g., defamation, privacy).
  • There is clear evidence that the code of ethics has been violated.
  • The same article has been previously published in another journal.

 

General ethical guidelines for scientific publication and malpractice in the journal Dos mil tres mil

The journal Dos mil tres mil, published by the University of Ibagué, aims to optimize its processes for receiving, reviewing, editing, and publishing research articles, studies, case law, reviews, and academic events. In these processes, the Principles of Transparency and Good Practice in Academic Publishing of the Committee on Publication Ethics (cope) are adopted as ethical standards.

Authors

In accordance with the guidelines established by COPE, authorship will be attributed to those who meet the following criteria:

  1. Substantial contribution to the conception, design, or acquisition of data, or the analysis and interpretation of data.
  2. Drafting of the article or critical review of it to determine its important intellectual content.
  3. Final approval of the version to be published.

In addition, the essential duties that authors must fulfill are:

  • To demonstrate the originality, clarity of the article, accuracy of the data, as well as the validity of the study and its relevance to the scope of the journal.
  • Confirm the originality of the manuscript and correctly cite content taken from other sources in accordance with the international standards of the American Psychological Association (apa) and the Ediciones Ibagué Publication Guide.
  • Be familiar with the guidelines for authors and comply with them in full. For this point, it is necessary to consult the list of submission requirements (https://revistas.unibague.edu.co/submissions) and the specific requirements according to the section in which the manuscript is classified.

Similarly, the following points are important to consider before submitting a manuscript and should be considered during the publication process.

Acknowledgment of authorship and contributions: For manuscripts with multiple authors, include a paragraph stating each author's personal contribution. Attach this paragraph to the authorship checklist.

Additionally, the works and methodologies of other researchers who contributed to the manuscript must be cited appropriately. Failure to provide this information constitutes plagiarism.

Originality of the manuscript: It must be stated in writing, including that the text is not being submitted simultaneously for publication in another journal and that the content is completely original.

Acknowledgments and thanks: If an institution or researcher made a relevant contribution to the published work, it must be appropriately acknowledged within the text.

Conflict of interest: It is the duty of authors or co-authors, editors, or reviewers to disclose potential conflicts of interest associated with the publication. A conflict of interest is anything that could influence the objectivity of the peer review and publication processes.

Duplicate publications: Authors should not publish the same article in more than one journal to avoid self-plagiarism.

Errors admitted in published articles: Authors are obligated to notify the editor of the journal immediately if they recognize an error in a published work that may affect its validity.

 

Retractions (definition by cope) [1]:

A retraction is a mechanism for correcting the literature and alerting readers to articles containing erroneous or flawed data or content, which may lead to unreliable results or conclusions.

Articles may be subject to retraction when:

  • There is clear evidence that significant errors were made in preparing the text, rendering the conclusions unreliable.
  • Plagiarism has occurred.
  • The results have been previously published elsewhere without proper attribution to the previous sources or disclosure to the publisher.
  • The text contains material or data that has not been authorized for use.
  • Copyright infringement or other serious legal issues (e.g., defamation or invasion of privacy) have occurred.
  • Unethical research is reported.
  • The article was published solely based on a compromised or manipulated peer review process.
  • The author(s) failed to disclose a conflict of interest in a relevant manner.

However, minor errors that can be corrected do not constitute sufficient grounds for retraction. These are the minimum ethical requirements for publication and attribution of authorship.

Journal Editor

 The responsibilities of the journal editor include:

  • Provide authors with the necessary guidance on publication requirements.
  • Ensure the confidentiality of information submitted by authors and reviewers. This information will only be used for editorial activities, and files of rejected manuscripts will be deleted from our records.
  • Communicate editorial decisions to authors in a timely manner.

Reviewers or Academic Peers

The responsibilities of reviewers and academic peers are:

  • Maintain the confidentiality of information provided by the editor.
  • Alert the editorial team to possible conflicts of interest between the reviewer and the authors (e.g., financial, institutional, or collaborative).
  • Evaluate the article rigorously so that the authors have sufficient feedback to improve their work.

 

  1. Update the Copyright Protection Policy

The journal adheres to the guidelines established by Law 23 of 1982, Law 43 of 1993, Decision 351 of the Andean Community of Nations, and other current regulations concerning the protection of intellectual property in scientific publications.

In this regard, authors who publish in Dos mil tres mil agree to the following terms:

  1. The content of the manuscripts is unpublished, original, and authored exclusively by the authors.
  2. When the text is signed by more than one person and ownership is not clearly defined, it will be understood that there is co-authorship.
  3. If the article is published, the authors retain their moral rights and agree to publish the content under a Creative Commons Attribution-NonComercial-NoDerivates 4.0 international license in open access mode.
  4. The manuscript must comply with proper citation and bibliography formatting, and the authors must certify that it is free of possible copyright violations. Otherwise, the authors will be responsible for any claims related to intellectual property rights and will hold the journal Dos mil tres mil

 

Copyright Transfer Agreement

After a manuscript has been accepted for publication, the authors grant the journal the right to publish, reproduce, and distribute their article in electronic media or any other known or unknown medium related to the journal's activities and editorial purposes. This authorization is granted through a written agreement.

However, authors maintain the following rights:

  1. The published version should be archived for non-commercial purposes, including its deposit in institutional or thematic repositories or personal websites. It is essential that the authorship and publication of the work in the journal be acknowledged when reproducing it in other print or electronic media.
  2. Revise, adapt, prepare derivative works, oral presentations, and distribute copies of the published article, if credit is given to the journal Dos mil tres mil.
  3. Please adopt other non-exclusive licensing agreements for the distribution of the published version of the work.

 

Notice for third-party use

Reproduction in other print or electronic media must include acknowledgment of the authorship of the work and its publication in the journal. However, there is an exception for use in classrooms or libraries, which must include proper citation of the information.

 

Anti-Plagiarism Policy

By accepting the terms and conditions set by Dos mil tres mil, authors of manuscripts submitted to the journal undertake to ensure that their texts are original and do not infringe on any copyrights. Plagiarism, defined as the unattributed use of another person's text or ideas without proper citation and reference, is strictly forbidden. Self-plagiarism, defined as the submission of manuscripts that are more than 20% identical to previously published works, is strictly forbidden.

To avoid such issues, the Dos mil tres mil journal employs anti-plagiarism software known as Copyleaks. It generates a report that verifies the originality of the text, the potential for plagiarism, and text generated by Artificial Intelligence (ai). If the report indicates a percentage of plagiarism greater than 14%, the editorial process is suspended and the authors are contacted via the ojs platform or email to evaluate the text's information, ensuring proper citation and referencing.

Once the authors have made the necessary changes and resubmitted the manuscript, a new verification is carried out using the same software. If the percentage is still greater than 14%, the text will be rejected.

Evaluation Process

When the author submits the manuscript, the Editorial Team performs a preliminary evaluation to verify that the article complies with the standards of form indicated in the guidelines for authors ((format, style, sections, references, etc.) and is subjected to a verification of originality by means of the Plagiarism Detector program.

Research:

After verifying the relevance and compliance with the journal's guidelines, the editor will send the manuscripts to the peer review stage, under the double-blind review system. Each article will be evaluated by at least two academic peers, national or foreign, in case of discrepancies between the concepts issued, the text will be sent to a third peer reviewer whose decision will be final.

If the peer reviewer accepts the review, he/she will have access to the full text and to an online form (OJS) to support the arbitration process. Dos mil tres mil requests peer reviewers to revise criteria such as relevance, argumentation, and formal aspects of the articles; they may also make recommendations for the improvement of the manuscript and issue their opinion.

If the evaluation reports suggest minor modifications, the author will be asked to introduce them. According to the results of the arbitrations, the editor reserves the right to accept or reject the publication of the papers received, as well as to suggest to the authors changes of form that do not imply altering the content. The request for corrections to the authors during the evaluation process does not imply publication in any case since this commitment is only acquired at the moment of sending the acceptance communication to publish the manuscript.

The selection of peer reviewers is made according to the thematic specialty. Peers should inform the journal editor if they consider that the manuscript under review is not original, recognize a possible case of plagiarism or copyright infringement. The peer reviewer should abstain from the evaluation if he/she considers that there are possible conflicts of interest that affect his/her impartiality, such as the existence of blood or affinity ties with the author. By accepting this process, the referees undertake to maintain total confidentiality with respect to the data that they become aware due to their work as evaluators of the article.

Self-archiving policy

Articles submitted must be original and unpublished; however, Dos mil tres mil accepts manuscripts that have been published on preprint servers, provided they have not undergone formal peer review and are in the process of publication in a journal. Authors are allowed to re-use published works, ie post-print may be archived for non-publication purposes Commercial, including their deposit in institutional repositories, thematic or personal web pages. Reproduction in other print or electronic media must include an acknowledgement of the authorship of the work and its initial publication in the Journal.

  • Submitted Version: Allows self-archiving of preprints (draft of a work) on preprint servers.
  • Accepted Version: Does not allow self-archiving of the corrected and peer-reviewed version, as authors will have the possibility to publish this version before the final version (while the style correction and layout process of the publication is underway).
  • Published Version: Allows self-archiving of articles in institutional or thematic repositories or personal websites, considering the journal's Creative Commons license.

 

Open access policy

Dos mil tres mil provides open access to its content seeking a greater global exchange of knowledge. For this reason, when the author submits his/her manuscript, it is presumed that he/she knows and accepts the terms of open access and the license used, which allows the initial publication in this journal and the dissemination of the work.

The journal Dos mil tres mil of the University of Ibagué aims to optimize its processes of receiving, reviewing, editing and publishing research articles, studies, jurisprudence, reviews and academic events. In these processes, the Principles of Transparency and Good Practices in Academic Publishing of the Committee on Publication Ethics (COPE) are adopted.

Responsibility of the editors:

  • Provide authors with the necessary guidance on publication requirements.
  • To guarantee the confidentiality of the information sent by authors and reviewers, it will be used only for editorial activities and the files of rejected manuscripts will be removed from our registry.
  • Communication with authors about editorial decisions will be timely.

Responsibility of reviewers:

  • Maintain confidentiality of information provided by the editor.
  • Alert the Editorial Team about possible conflicts of interest between the reviewer and the author (financial, institutional, collaborative or any other type).
  • Evaluate the article in a rigorous manner so that the author can have sufficient elements to strengthen his/her writing.

Authors' responsibility:

  • Authors must state the originality, clarity of the article, veracity of the data, as well as the validity of the study and its relevance in relation to the scope of the journal.
  • Confirm the originality of the manuscript and correctly cite content taken from other sources.
  • Be familiar with the guidelines for authors and comply with them in a comprehensive manner.

The following are considered misconduct and grounds for rejection of the manuscript at any stage of the publication process:

  • Redundant publication .
  • Plagiarism.
  • Falsification of data and information (authors' affiliation, signatures, statistics, among others).
  • Impersonation and falsification of authorship.
  • In all other cases, Dos mil tres mil adheres to COPE's ethical provisions.
